The Importance of Democratic Legitimacy
Paul Volker is able to skirt responsibility for these broken promises. The fact that he's unelected is then key to why he's able to sustain this policy perhaps longer than democratically elected officials would. Thatcher's defeat of the minor strike in Britain was an important reason why there was not broader resistance to her policy. So those two pillars, I guess, democratic legitimacy and the ability to shift responsibility to the market are reasons why what the west is able to do this and the east is not.
