They are members of a pseudo-democracy run by lizard kings through a Byzantine maze of puppet governments and paperwork. A crowd of those grinning, strict, scorp drones surrounded one of the winged, not angels who was wearing a hand-tailored suit coat but was otherwise totally nude.
