He proposes it is not a morally appropriate response to say well I'm particularly passionate about drowning so I'm going to save one person from drowning rather than the 10 people from burning. If you're a random person and you have a choice between saving someone from drowning or 10 people from dying in a burning building well you actually probably don't because saving people from drowning is a really difficult technical skill.
