Sipola argues that there are stupid people in every walk of life. He says you can't use these other criteria to determine whether or not someone is stupid. And this is his idea that a stupid person causes losses to others without gains to themselves. So he's defining stupid behavior as a social thing, and saying it's about whether or not you cause losses to other people without benefiting yourself.
