The Frame of Cable
In the mid 90s New South Wales government identified a problem that a number of states have since recognized themselves. They had a very violent offender who had offended in circumstances after making a series of threats. And what they did was enact some extraordinary legislation which was designed to keep Mr. Cable in prison beyond the term of his imprisonment.
