How Long Should You Rest Between Sets?

Would you do two or three sets of each exercise? Yeah, typically three sets. And how close to maximum should you should you lift? Pretty close when you're talking heavy strength so like two, three reps in reserve maybe four. It also depends if it's a endurance athlete with no experience in strength training at all, then I just say no reps in reserve. Because they have so much more inside than they think.
