The Importance of Consensus in the 1990s

This is an era in the 1990s, an era of Bill Clinton and Tony Blair. The world ends up on track to meet its goal of halving global poverty four years early. There are hundreds of millions of people, a drag out of extreme poverty in this period. As you grow more prosperous, you are inevitably going to become a democracy. So prosperity creates democracy, democracy creates prosperity.
