Galton declare that it's nature and not nurture or the other way around. Galton was a little bit jealous of his cousin Darwin who had this monstrously impressive quantifiable approach to the world. He tried to develop the same kind of thing for human achievement but he I think maybe oversimplified the arguments so that it looked a bit more global than it actually ended up being familiar rivalry grove cognitive bias. The notion of a general motor ability is somewhat absent of the learning environment and the experience that a person gets which puts it all on the heritable elements of performance.
