Is There a Universal Child Care System?

The federal government has committed to invest 30 billion dollars over the next five years to roll out a similar system all across canada. But before we get too carried away with its success, the modelling quebec did have some problems. The aim had also been to provide good quality, nurturing child care to prepare children for school. But what ended up happening was the children of affluent parents took most of the places in the best performing nurseries. So i think if anyone who would start such a programme from scratch should think about investing first in lower income areas and then deploy the plan elsewhere.
