PIP Install Python 3.11: A Prebuilt Python Interpreter

PIP is a prebuilt Python interpreter. The idea is kind of like you would say PIP install requests. It's not necessarily PIP isn't necessarily the target, but I've been working on some stuff there as well. This gives you a way to quickly toggle between these versions and these different setups.
