"i feel like there's a human nature insight that says that, regardless of the kind of police state enforcement ... it's really hard to get people to do something unnatural for extended periods of time," he writes. "If you want to have people in the city understand that, like the popos out there, and if you speed, you're going to get a ticket, period." He adds: "You can't maintain a police state plus 90 % of people driving to their destinations".
