Wellington's Mentality
If you can retreat and then go on to win, surely that's what defines you? It was one of Wellington's own maxims actually. He will strike when he sees the opportunity, provided that opportunity presents the maximum advantage. We see it again in 1812 after a pretty botched and pretty poor siege of Burgos. So yeah, I think the defensive general thing is sometimes used as an insult.
