Bombing Japan

Lame was sent to learn how to fly the new bomber. He used incendiaries instead of bombs in a fire storm that killed over 100,000 people. The strategy is controversial today but it succeeded back then. If you were to say he ordered the bombing of 64 japanese cities does that make him a war criminal? And it's a legitimate question.
