The Government's Standing Charge Rise

I have campaigned about the standing charge rise that went up primarily in March, actually. It's only gone up trivially since, but that was the big jump. Reducing your bill doesn't reduce the total that you pay by very much because you've got this £300 starting charge. Now I have a real problem and believe that that is a moral hazard. Do I think the standing charge will go down probably a tiny bit, but not too much? The saving will be on the unit rate in July because those costs of those firms going bust are still being recouped.
