Is Prophecy as Authoritative as Teaching?

Grutam believes that New Testament prophets and prophecy wasn't nearly as authoritative as teaching. He says quote prophets in the New Testament churches rather reported in their own words something which it seemed to them God had forcefully brought to mind so teaching based on written word of God had far greater authority than occasional prophecies.
