Amitai Etzioni: In my read of recent developments coming out of China, I see a worrisome tendency that's gaining momentum. He says there is a decided shift in the thinking of Chinese leadership away from connectivity and toward globalized or globalizing paradigm. But he adds it isn't new for rising powers to use import substitution practices,. Right? That's how Britain became Britain. It's how America became America, Hamiltonian import substitution and economic nationalism.
