Haywood argues that the black belt is historically the homeland of the US Negro as he puts it. As they have lived there for centuries, worked the land and formed an essential part of the accumulation process upon which the entire US economy and society was founded. He shows how even with migrations out of the south and to the north, the black belt holds a black population larger than the total population of 34 countries who were then members of the United Nations. Arguing that as such, it certainly constitutes an oppressed nation based on historical reality and current population numbers alone.
