The best way to set goals for engineering teams is at the team level. A lot of companies neglect setting clear standards for their hiring, having good hiring practices and a standardized process. Having people whose responsibility it is to first of all be accountable for the results of the team should also be part of your management structure. There's a cadence that organizations run on because there's goal setting that happens in fiscal year between July and September.
