At this point in the book, i feel like he's looking for an excuse to because he knows that they're not going to win a fight against the fiordan empire. I feel like this is his moment where he's like, acaherag, here's my excuse to basely surrender. And if that's the case, then it's what he's doing is actually underhanded. It's like, well, i'm a coward and a weakling, and i can't survive. so just forget it.
