The Briggs Initiative was a bill that barred gay and lesbian school teachers in the 1970s. The idea that gays are grooming your children, which now we see in anti-drug rhetoric, is similar to what Harvey Milk wanted for his flag. "I think it's because he specifically campaigned on a message of joy," she says.
