Historian woodie holton explains what the capitalist constitution means. The framers were eager to make the united states safe for business, an attractive haven for capital. A federal tax on imports paid off the war bonds in full, making those creditors happy. Other parts of the document gave the federal government power to regulate commerce across state and international lines.
