Is There a Zero-Sum Game?

On the additionality piece, I guess I glossed over it because it's not an issue as much in the US. The concern there is that if you assume we have limited local renewable resources or clean energy production resources and we're going to direct a significant amount of them to producing hydrogen. That may be great in a vacuum. But if there's a fixed pie, a fixed pool of those resources, then everything you direct toward hydrogen doesn't go towards something else. There's lots of moral hazard embedded in doing this wrong.
