There were very limited controls on what China was able to get access to in the 1970s. It's really only after normalization and from 1979 that there begins to be perhaps a higher level of scrutiny of Chinese access to American knowledge. This mirrors, as I already mentioned, a generous approach to export controls when it comes to physical technology. Kissinger was involved in a change in US export policy to China in which China was favored over the Soviet Union for sensitive technology exports.
