Census bureau reports that full time, year round workers increased by two point four million in 20 15. The unemployment rate measures the % of the labor force who are actively looking for jobs. Citizens who are retired, in school, disabled, discouraged or not wanting to work for life stile reasons, are not part of the labor Force.
