The Importance of Rapid Learning Periods

The brain is sculpting itself to match the sensory input that it's taking in. It's hearing the language, adapting to that, and then figuring out how to produce it. If they're used, these circuits are then strengthened because the connections grow. But if they're not used, so for Japanese, we don't hear the R and L distinction, then that is lost. And you could almost think of this as a very economical way that the brain has of optimizing and recording its experiences.
