The EPA introduced corporate average fuel economy standards in 75 when there was no oil because OPEC cut America off. The goal was to tell automakers to build fuel efficient cars, and they do this through manufacturer incentives. This has led to some really funny stuff like the Aston Martin that put a 12-point racing point on it.
