Was It Really Worth It, Sam?

I honestly think that this was the most pointless exercise. I mean, mock changes, it really just doesn't have an impact on policy and actually given the length of time that he's got to deliver, which is again 18 months to an election, I just don't understand why you're going to disrupt white-hall with all this movement. It does really annoy me because the practicality of this was, it sounds great, you know, on paper and we've made it all into like sort of lovely neat columns, it means nothing.
