Out of 29 eu. Countries, 11 experienced rebound effects of over 50%. More than half of the gains in energy efficiency were consumed by increases in energy use. Air conditioning and heating are large contributors to both direct and indirect rebounds. All of this data casts doubt on the wisdom of relying on energy efficiency policies to reduce energy demand.
