Can you fit surveillance systems, surveillance channels, as it were, on chips? If a country can produce a chip and sell it to another country, can they gather information from that chip as it's used? I think what you're referring here is this technical term act doors and hardware. It is problematic for three reasons. First, antivirus systems cannot detect it, because it is built in the hardware.
