When you submit an abstract, the reviewers are given the instruction to read and evaluate each abstract verbatim. So they actually make you give a number. But does that number then determine, is it combined with other numbers about rigor to then just figure out whether it makes it or not? Yes. And that scale will be combined with whatever other rating scale they use to evaluate the merits of the work like the scientific.
