Charles made it personal in other ways, which will have an impact on later events. He believes that by asserting his royal status, he can simply make the resentment and the problems go away. But when instead, the resentment remains and festers, people begin to ask if royal authority is being used reasonably. To charles, sovereignty lay with him. And policy was provided by his courtiers and court and government by his privy councillors and he himself. The commons ignored the warnings and just carried on digging away at buckingham's inns and outs.
