The author argues that the strategic structure of a civil war produces quagmire through two mechanisms, foreign assistance as subsidy and substitution between territorial and non territorial warfare. Quagmire is actually created by the foreign states and the warring parties interacting with each other,. And i think that makes it, in some ways, a far more tragic situation. Because, in essence, all these actors trying to do their best, and the outcome is a very horrible one.
