The sanctions give the central bank this holding it, the legal right to say, I can't send it back to you. But property rights are such that it belongs to the Russians. It's still Russian money. So you can't spend it. You can't do what you like with it. And so Russia has found a bunch of different ways to sell its oil and gas,. including back to New York State where I'm in is essentially buyingRussian oil through some scheme.
