The film is based on a true story about the Polish city of Holand and its relationship with germany. When Hitler came to power in Germany, holand was more worried about another soviet war than they were about the germans. In return for not helping an anti note movement forming within the city, hitler would arrest all antinotsy movement once they stop organizing and having weapons.
