The Dangers of Fines and Fines in Newspapers
I think the very fuss that this is caused shows that it was taken seriously by those who we regulate. That seems to be a good thing. I expect you're going to ask me, well why can't we find people? You do our job now, you've done the newspaper, it's gone. This is an article, we thought it was a serious breach, but it doesn't of itself indicate a serious and systemic breach. Also the question of fines, I mean there's a danger that if you have large organisations and you find them and it looks at the utility companies or whatever, they can build that in as part of it.
