The Russians Will Present the Summit of Failure for Ukraine
The Russians have been firing cluster munitions at Ukrainian civilians from the very beginning of this conflict. The Ukrainians are going to provide very precise firing data on where these rounds were fired and they'll go back after the conflict and try to clear any duds that result in the dead rate is a very low number, 2% or less. While any civilian harm in this conflict is one civilian too many, I can speak with a lot of certainty that the Ukrainian intent will be to use it solely against Russian formations and Russian positions.
