The FBI and the Justice Department's Reformed Structure

If the FBI was dissolved or radically reformed, you would need an act of Congress. But one of the two major parties in this country does not seem to share the concerns that you've just outlined. So I think what has to happen is something more akin to the British system where you give the domestic security mission to an intelligence agency with no police powers.
