Is the United Nations a Post-War Institution?

I don't often think of Franklin Roosevelt and the United Nations together. It's something that is much more closely associated with somebody like Dwight Eisenhower, who obviously oversaw the US's emergence as a major world power. So I think it's right of us to underscore the role that Roosevelt had played in making all of this happen. One of my favorite tidbits is Truman really wanted the United States to be the first to ratify the charter. Nicaragua and El Salvador beat the US to the punch and ratified it first.
