The 15 minutes starts at the clock starts ticking when you merge your code. Most people do deploys manually right they trigger it and decide when to push it. I think as soon as code gets merged, it should kick off CICD builds an artifact and deploys. If you know your code is going to be live in 15 minutes is only your changes. You're very likely to go look at it. And so work this way are unwilling to ever work anyway ever again because it's so transformational.
