Inner Source means that everyone can do what they want, not only with their code but also with mine. That's indeed something we heard at the very beginning of our Inner Source journey. And actually to this day there are managers and developers both who are reluctant to adopt Inner Source because they assume that there is a loss of control regarding what ends up in their software. But you need to be open for contributions. Just putting out code there is not sufficient. You need to have some documentation in place to make it easy for people to contribute to your project.
