If i've got a blocker, it's probably three people in the group of 20 or whatever, who could address that blocker. And you have this little, quick adhock meeting to figure out that blocker. The third thing is milestones. Those are big milestone evnts that is a project kick off, a success meeting,. You know, a post mortem for a tragedy? These are milestones where the organization has reached some kind of a milestone. So here again, the right time is when it happens, but the right people is probably the whole group and that's perfectly fine.
