The Beauty of a Carbon Tax Is the Distributional Impact
There are ways that you could design a carbon tax to go around that. One way is to use the carbon tax revenue to a rebat to some of these lowincom households and cancel out the negative impact. I think it would be really helpful for policy makers to really think about the narrative and messaging when they're trying to sell common tax to their constituents.
