Even if it seems unlikely that public spending can be cut significantly, perhaps it can be spent more wisely. Cutting back on public spending in one area may only result in a higher demand for spending elsewhere. Governments have tended to protect those things which are very visible and which have the most political support. David Gork has practical experience of these issues.
