There always has to be centralization to achieve the benefits of scale and Ostrom won a Nobel Prize for thinking about this looking at a lot of case studies. The last thing I really do want to emphasize is a real base in the guide is an adaptive cycle. And so a lot of these things like potential political shifts are the conditions which change over time while you're trying to go through a transition if it takes time. If we're better at going through the full adaptive cycle, we would be better at delivering just transitions in Ontario.
