If you really do believe that climate is the existential challenge that we need to face up to, you can't do it without the United States and China in some measure of cooperation. This is a problem that actually hard power is very poorly designed to solve because the U.S. is not going to be able to force countries to do things that are not in itself interest. If you look at a country like India that is essentially building a coal-fired power plant almost every couple of weeks still, what is going to make India stop doing that? One, there has to be some economic logic that makes sense for India,. Some kind of financing structure which allows it to buy slightly more expensive energy
