How the Halos Worked

Halo four and the books that came out cover what happened to the forerunner saga. The flood do not want the halo arrays activated because it will destroy everything down to the sillier life. But the building materials will still there so it can start from scratch without destroying the galaxy technically. That was kind of like a reset. They left behind their AI's and sillers, I think is what they call them, to monitor everything and keep things going. To throw out some of the people they had saved when it come to other species like humans and all that. When you get enough of those grave minds working together, they can corrupt AI.
