Does a Child Have ADHD Before Starting to Learn?

My first comment was from the Cronin and a list of updates. But I'm going to read out the bits that caught my attention because it's a fairly long comment. Does a child have ADHD before starting to learn or does it learn to have these symptoms through learning and being the in the systems? This is me just copying, placing way before because it got taught wrong. On how, wow, that
