Is There a Simple Political Solution to This Problem?

Manual scavenging has been happening all over the world. The scale with which it's happening in India is sort of something that we need to talk about. And I think a problem which is so socially rooted, it cannot have a simple political solution to it. It has to involve the enemies of course from political angle, from social angle, from economic angle and from technological angle as well.
