The Fed's New QE Program
The Fed's emergency lending program was used quite a bit just since the inauguration. From a practical perspective, it is clearly not QE since the Fed is not buying assets from the market. Instead, they hold assets as collateral temporarily, hopefully at least, while they lend out the new dollars to a financial institution.
