The most famous incident is the caning of abolitionist Senator Charles Sumner on the floor of the Senate. The threat of violence had a lot to do with the lack of progress on it, he says. There are instances in which Northerners and Southerners engaged in a huge brawl that ended when one Congressman's toupee came off.
